What are the minimum specification for smooth video in a camcorder?

I want to buy the cheapest camcorder / digital video camera possible. I don't know the technical lingo, but what are the minimum technical specification for descent smooth video, not one of those videos that shows choppy movement I see on youtube.

1. well alot of those videos on youtubes are compressed wich means its a lower frames per second. If u can wing $200 i suggest the Cannon ZR900. I have it works great, clear, crisp, Mic jack for external mic.
